How will autonomous agent-to-agent interactions be governed?

Agent-to-agent governance requires new primitives:
- Delegation contracts — formal specifications of what a delegating agent authorizes.
- Trust chains — cryptographic verification that each agent is authorized by the one above it.
- Blast radius limits — automatic scope restriction based on delegation depth.
- Cross-org governance — when agents from different organizations interact, whose rules apply? Both, with the more restrictive taking precedence.
- Economic controls — spending limits and cost attribution across agent chains. This is largely unsolved today and represents the next major challenge.
